Getting the real picture of the Hostage Crisis: Mishaps and how to solve it.
Marc Andrew Mallari
Please get x-ray copies of the skull wound of the 18 year old victim.
(It is possible that the concrete hammer used to break open the door of the bus is the one that caused the skull wound. If you will review the videos, you will see that the concrete hammer got stray inside the bus during the attempt to open the doors.)
If we will review the video from GMA7 we will see that there is someone lying on the doorstep
of the bus right after the concrete hammer flew inside the bus.(Mel Tiangco made mention that
there seems to be someone lying at the doorstep of the bus)
Irregularities:
The police are saying that only the sniper took the shot. How could Mr. Mendoza get 8 different bullet wounds from different types of guns one the head, neck, body and
extremeties? (If that is the case then...
I bet that some of the bullets taken from the victims are from the SWAT or the Police.
The chief is claiming that mayor Lim ordered the arrest of the brother of Mr. Mendoza which mayor Lim is denying. (Who should we believe then?)
The big points:
The media coverage was seen by Mr. Mendoza fromt he onboard video of the bus. (To correct this)
The media should not be blamed for such incident, because the media just did their mandate to inform the people. To correct this, the police force should have coordinated with the media people to make a delay telecast so that the Hostage taker will not know what is actually going on, this has been proven effective in some hostage taking in the USA).
MEDIA NOW:
What happened? He said, Media now yet no media personnel came. Judging from the behavior of Mr. Mendoza, he doesn't have any intentions to kill anyone during the early hours of the event.
PROOF:
He allowed majority of the passengers to leave specially those who complained of being ill.
Infact, right until the last minutes of the event majority of the passengers are alive and
some didn't even have any wounds.
He only started to get angry after the letter from the ombudsman came and right after his
brother was arrested.
The spraying of bullets only took place right after the tear gas was charged. During the last seconds before Mr. Mendoza was killed he sprayed another batch of bullets as way of either making exhaust for the gas or as automatic fire due to his irritation from the gas. He no longer have any sense of firing direction due to the irritation. If he only wanted to kill the victims he could have done it the moment the police tried opening the bus. And if we will review the videos, we will see that Mr. Mendoza has all the opportunities in the world to shoot the police in their head when they peeped at the windows and the windshields.(Not to
mention the fact that he has live video of the outside from the onboard TV.
(CS (chlorobenzylidenemalononitrile)
Tear gas: Both CN and CS are irritants -- they irritate mucous membranes in the eyes, nose, mouth and lungs, and cause tearing, sneezing, coughing, etc.)
BIG LIES:
When the driver was released, he was holding a paper that he wants the media to read unfortunately the police grabbed the driver before he got the chance to approach the media people.
After several minutes in the custody of the police, the driver held a press conference stating that the hostages are all dead (BIG LIES). THis gave the police the reason to storm the bus.
We know better, the truth came to light after the hostages were taken out of the bus only
eight were dead eight are still alive.
The Ombudsman:
They could just have said to Mr. Mendoza that he will be reinstated for the sake of killing the event. ( Mr. Mendoza said he will surrender once he is cleared and promised to be reinstated) Anyway, he would still be taken into custody due to the kidnapping he just have
done. In extreme cases like this, any sort of diversion and tactics should be taken for the sake of saving lives.
TIME SPAN:
The event took twelve hours, during the first 3 hours they should have planned and
anticipated everything that could happen.
Missed OUT:
The electrical blue print of the bus, the structural blueprint of the bus which can be downloaded from the internet or can be acquired from the maker of the bus.(How to open the bus, how to turn off the electricity to shut down the TV.)
They should asked the cell network carriers to tap on the cellphone and landline of the hostage taker so the police will know who is he talking to and what are his next plans.
Gas mask should be available as part of the use of the tear gas.
Thermal imaging cameras should be available.(To verify the total number of live people and to
know the exact location of Mr. Mendoza)
Tranquilizer bullets should be available.
Use of the nylon rope to open a metal door (should be metal chain).
INVESTIGATION:
They don't know who was with Mr. Mendoza on the phone that made him more angry.
Answer: Ask the cell network to get the log of the call they have it recorded in their system.
Every clue the we need is right before our eyes. Please have copies of the network coverage and analyze every scene, there are obvious things that have been missed out.
Get call and text logs of all the people involve, police, mayor, negotiators etc. to know who ordered this and that.

From my point of view as an IT person.
Pointers to a failure rescue: Use of ordinary rope to take out a metal door (Where is the common sense)
There is no use of Thermal Camera to confirm total number of live persons and the possible
position of the hostage taker. After a fire has been shot, the barrel of the gun could have been seen from the thermal camera indicating the position of the hostage taker. (Cost 10-20 thousand pesos available at Hong Kong)
Endoscope Camera and wireless camera ( 2-5 thousand pesos) Available at local computer
stores.
There is no Gas mask that should be along with the use of tear gas. ( Where is common sense)
There is no research on how to override the bus which can be downloaded from the internet or they can get the model of the bus from the the maker of the bus and from the travel agency that owns it. ( They should have known that the hostage taker is watching news from the bus' on board TV, giving him all the information he needs about the outside world).
There was no efficient crowd control. Where are the other police?
The policemen were on bare head when they approached the door and windows they could have been killed by doing so Point blank head shot. I don't see it as bravery, but the lack of common sense.
Arresting the brother of the hostage taker made the hostage taker furious.
The demand for the son of the hostage taker took forever, they should have air lifted
the son to make the transport faster. (Where is clear thinking here.)
It is very obvious that they don't have the right training in handling such situations.
If they can't afford training, I invite them to watch CSI and NCIS TV series so they will learn more about crisis management and the use of cheap technology available in our local malls and computer stores.
God bless the Philippines specially our government!
I AM WILLING TO HELP THE POLICE FORCE IN EVALUATING THEIR NEED FOR ELECTRONIC GADGETS TO SOMEHOW HELP THEM.
