my name is jon and i am a firefighter/hazardous materials tech in az the working pressure of a 24 inch is anywhere from 200-1500 psi and if that line was leaking for 3 weeks as it was stated that gas can settle in sewers or even diffused into the soil so you can imagine if the gas had that long to diffuse all it needed was the right fuel air mixture to be right to reach the lower explosive limit and that would explain why you have a crater instead of just a straght line of houses knocked down like you would with a on surface explosion and a subsurface exploosion
