A) Haliburton
1) Haliburton personnel crumbled to pressure from the BP orginazation to install 5 cement stabalizers rather than the recommended 21 , even though Haliburton knew it was unsafe to do so
Haliburton is to blame for allowing themselves to be bullied into performing shoddy work and not raising the flag to the appropriate government agencies of the impending danger to human life , the environment and the equipment
B) Transocean
1) Transocean knowingly and willfully violated United States federal laws requiring all B.O.P.'s to be inspected every 3 years for cost savings
2) Transocean knowingly and willfully modified the B.O.P.'s control unit with persons unqualified to perform the task
3) Transocean knowingly and willfully commenced and continued drilling activities without the proper SHEAR RAMS in the B.O.P , using rather rubber TEST RAMS in their place
4) Transocean knowingly and willfully continues drilling after it was discovered that the B.O.P. rubbers were damaged
5) Transocean knowingly and willfully continute drilling after it was discovered that the primary sub sea B.O.P. control unit was inoperable
6) Transocean knowingly and willfully continued drilling operations with the primary gas and fire shut down safety system disabled
C) BP
1) BP knowingly and willfully disregarded all of the above listed events and continued drilling and completing the Mocando well
2) BP knowingly and willfully disregarded dangerous cost cutting activities and allowed dangerous conditions to persist to cause death to personnel , damage to the environment and destruction of equipment
The MMS , EPA , Coast Guard , DOI all have equal authority to revoke their individual operating permit from BP rendering them unable to operate in the Gulf of Mexico
Each agency issues a individual permit which they can revoke from BP and any one permit can cause BP to suspend drilling and production operations in the Gulf of Mexico
Its really quite simple only 1 of the 5 agencies needs to revoke its permit and BP must stop all operations in the gulf , now the question is which one if any will do it to protect the citizens along the gulf coast
