Deepwater Horizon Response Directive

Chad Allen, National Incident Commander is in Washington, DC and Bob Dudley, Chief Managing Director BP is in Houston according to the addresses shown on the published directive. Where are, and who are the engineers, scientist and expert consultants involved in making the monumental decision to run the risk of re-starting the "blow-out" flow from the Macondo well by, as is stated on the directive, "removal of the capping stack followed by the removal of the Deepwater Horizon BOP" using a "controlled lift to minimize the risk of raising the well central casing and casing hanger seal" and "if a controlled lift does not result in the safe removal --- additional lifts can be performed as long as they are preceded by an attempt to to release the BOP from any hanging drill pipe".

This sounds very precarious, but if it is safe please give the public more specific information about the safety, and why it is essential to take the high risk, and why is it so important to replace the BOP that it will be done without the benefit of having on stand-by a system as shown by www.dwoc.info for capturing the petroleum fluids, before they contaminate the ocean, in the event the procedure re-starts the blow-out.

This entire over-sight and decision making process effecting the entire nation is not transparent, and what is revealed seems arbitrary and weird.
